The bottom and top curves are from atomically-uniform films 38 and 39 ML thick, respectively.
To accommodate this, the system can have 12 ML islands separated by some amount of the very stable wetting layer. At higher temperatures, the film becomes disordered, and at 280K it has reached a state of local thermodynamic equilibrium with many thicknesses present.
It is clear since this line lies below all of the points for intermediate thicknesses that the system will prefer to phase-separate into the wetting layer plus 6 ML high islands for all intermediate amounts deposited. So the physics of the flat film in this case predicts the behavior of a slightly more complicated system of a wetting layer plus preferred-height island growth. This study does not give information about the lateral size distribution, but apparently this is not essential to the understanding of the basics of growth.
