In Asia itself, there are several powerful states with differing conceptions of regional order, as reflected in the evidence of a degree of rivalry between China, India, and Japan (Emmott 2008), the continuing role many states allocate to the United States as security guarantor, as well as the debates over which states should be included in various of the regional groupings. 17 The EU is the world’s major trading power, but it is not a great power in the same sense as the United States and China, given its long-standing difficulties in framing a collective foreign and security policy.

We also discuss the implications of our analytical argument for the scholarly debate over the relationship between norms and actor behaviour in the global order. Finally, it outlines the implications of the analysis for our understanding of global order and its prospects. We find that, in broad terms, China’s levels of behavioural consistency with global norms have generally improved since the early 1980s, 30 China, the United States, and Global Order admittedly from a low starting point prior to that.
