Summary of the Sample Total Sample: 40 districts serving English Language Learner (ELL) Students Actual Respondents: 171 (39 district personnel, 56 principals, and 76 teachers) District Selection Criterion/Characteristics: 25 percent ELL student enrollment Distribution by Language: Spanish-ELL 25 districts Spanish plus 10 percent Other Languages 15 districts District Size: 29 > 5000 (10 “Spanish plus”) 10 < 5000 ( 5 “Spanish plus”) Summary of Findings Our findings suggest that ideology, previous district position on bilingual education, and attitudes toward ELL students were important factors in shaping the district response to Proposition 227.
