The third of Russell's "habitable" houses, that of the Reverend Robert Addison, Anglican minister in Niagara, was located on town lot 8 near the corner of Front and Victoria streets. "45 The fact that the 1790 plan of the crown reserve shows several buildings on the land that became the town plot does not negate the views of Jarvis and Russell. Shanties and log huts, early types of buildings that were to surveyors of sufficient importance to be marked on plans, were, to gentlemen with Lands south of the original town of Niagara as patented from the crown, hand-copied from a scaled drawing by Morton W.
The loyalist officers had less incentive than a merchant such as Hamilton to attend the court or the land board. They all lived at some distance from Niagara, where sessions were held; they found the journey to attend them onerous at a time when they were absorbed in the creation of new farms; and they did not find the weight of their responsibilities offset by any immediate benefit to themselves. Through the court, Hamilton was able to establish community policy on such vital economic matters as the sale of liquor, the exchange of land, and the verification of wills.
When he died in 1796, Butler's successor was William Claus, the son of Butler's most vociferous opponent in the Johnson faction, Daniel Claus. The Butler influence within the Indian Department was decisively terminated. Hamilton's use of his commercial contacts and of local office were not the only sources of his rise to power and influence at Niagara. Shortly after the revolution, Hamilton began to further consolidate his influence by utilizing another system of linkages, the ties of marriage and consanguity among a group of Scots entrepreneurs at Niagara and Detroit.
