Equally significantly, governing bodies were adopting a business approach to the management and development of their sports. The selling of franchises by leagues and the operation of clubs as commercial enterprises are now well-established features of the national sports scene (Stewart 1986). Of greatest significance is the interpenetration of television interests with sport. The dependence of television on sports programmes to fill its schedules had led inevitably to attempts by the purchaser to control more closely the source of supply and to shape the product to meet its own requirements.

While some problems in sport and recreation, such as the content of the school curriculum, remain largely insulated from global political processes, an increasing number of issues—drug abuse by athletes, the location of major sports events, or the eligibility of athletes to participate in events for example—involve the interaction between domestic and international policy actors. Drug abuse by athletes, using Nagel’s typology, is both a transboundary and a simultaneous problem. Yet there is a frequent reluctance to apply the concepts and methods of policy analysis beyond the nation-state.

A third issue concerns the role of theory in comparison. It is a truism that while empirical case studies that eschew theoretical questions ‘can be interesting in themselves the possibilities of explanation, generalisation and analysis are limited’ (Higgins 1981:16). Yet there is also a danger of an overambitious employment of theory. Much neo-Marxist, structuralfunctionalist and corporatist theorising aimed at providing generalisations about society as a whole is overextended and ultimately unsatisfying.
