The principle underlying open access is one with which most people would sympathise; how to realise it successfully, however, is more complicated.

As electronic journals have shifted the paradigm from ownership of print to access to electronic resources typically located on the provider’s equipment, preservation and perpetual access to the information that has been purchased is outside the remit of the library with the subscription. The problem of long-term access to the electronic version also holds in cases where the publisher ceases to do business and no one is responsible for keeping the electronic archive available. There have been many technical developments focused on reducing the negative changes for library services and some of these are discussed in the following section.

The development of open accessible content from institutional repositories has widened the potential results for search engines.
